Lloyd Bannings, who spent three years in exile from Crossbell, returns to his home town to continue his brother's legacy and join Crossbell Police Department. He arrives to find that he has been assigned to Special Support Section. This is a division which handles minor and odd requests. His new team includes Elie MacDowell (granddaughter of the mayor); Randy Orlando (ex-soldier who is womanizing); and Tio Plato (young technological genius).
Lloyd and his colleagues continue their fight for a better city, even though their department is ridiculed bythe media. They slowly find themselves confronted with the corruption that is ravaging their city. They don't realize how far the Shadows of Crossbell City reach...
